Sun XianMin,Chairman of Party Committee

Sun Xianmin (born in Dec, 1964 in Hulin, Heilongjiang Province): member of the CPC, professor, Doctor in Economics, Master Supervisor. He is currently the Secretary of the Party Committee of Harbin University of Commerce and enjoys a special allowance of provincial government.

In recent years, he has presided over a National Social Science Fund Project, two Heilongjiang Philosophy and Social Science planning projects, several Provincial Educational Reform projects, Provincial Planning projects, and projects of Heilongjiang Association of Higher Education. The research achievements have won two first prizes of Heilongjiang Philosophy and Social Science Planning Project, one first prize of Heilongjiang Outstanding Teaching Achievement Award, one first prize of the Heilongjiang Association of Higher Education, one first prize of Heilongjiang Economic Association, and so on. Also, he has been in charge of the compilation of the books like Heilongjiang Regional Economy, The Construction of Lifelong Learning and Learning-Oriented Society, Western Economics and many other works. He has published more than 30 academic papers in the newspapers and magazines at national and provincial levels. In addition, he also works as the Vice President of Heilongjiang Economic Association, Vice President of Heilongjiang Distance Education Association, Vice President of Heilongjiang Society of ICT in Education, etc.

 

 

Xin Baozhong,President, Vice Chairman of Party Committee

Xin Baozhong, born October 1963, joined the Chinese Communist Party in March 1984. From 1985 to 2000, he worked in Harbin Normal University, as secretary, Vice Section Chief, Section Chief for Student Affairs and the Party Chief, Vice Director for Department of Education. From 2000 to 2014, he served as the Deputy Director of the Department of Education of Heilongjiang Province. Since January 2014, Prof. Xin has served as President of Harbin University of Commerce, Vice Chairman of Party Committee of the University. He graduated from the Department of Education of Seoul National University in Korea majoring in Education Administration, and earned Doctoral degree in Education and later became a post-doctor researcher in Management Science and Engineering of Harbin Institute of Technology . He is a professor of Education, a doctoral supervisor , an expert in Comparative Education, Educational Economy and Management.

From 1986 to 1990 and from 1994 to 1999, he was awarded several scholarships to study abroad for nine years. In 1999, he was awarded the Outstanding Students Studying Abroad, People's Daily wrote as special report on him, as “the first Chinese student, who acquired Ph.D in Korea”. At the end of the year 1999, he returned to work in China and he was the only Ph.D. in education of Heilongjiang Province at that time. In 2000, he was awarded the Ten Outstanding Youths in the ninth session of Heilongjiang Province, and was the former Vice Chairman of the Youth Federation in the tenth session of Heilongjiang Province. In December 2009, he was appointed the Academician of the Ministry of Education of the Science and Technology Committee in the sixth session.

Prof. Xin has published five monographs and over 30 essays, such as Comparative Study on Higher Education System in South Korea and China, IMF Structure and Education, and Study on the Evaluation of Technology Innovation Ability in Colleges and Universities. He presided over 7 National Education Ministry or National Education Science Planning Research Projects, such as Theory and Practice Research on Education Information to Promote the Modernization of Education. He won the Ministry of Education Science and Technology Award in University, the first and second prize of Provincial Humanities and Social Sciences.

Prof. Xin also serves as the Vice President of Chinese Institute of Adult Education, evaluation expert of Chinese Post-doctor, evaluation expert of National Academic Degrees Committee, expert of the Government of Heilongjiang Province Science and Technology Advisory Committee, leader of Theory Group of Heilongjiang Province Science and Technology Progress Prize Committee, Deputy director of Heilongjiang Provincial Science and Technology Award Committee, President of Long Distance Education Institute of Heilongjiang Province, President of Occupation Education Society of Heilongjiang Province, Vice President of Association of Higher Education of Heilongjiang Province, Vice Chairman of Federation of Social Sciences, etc.

 

Li Bingzhi, Vice Chairman of Party Committee

Li Bingzhi, Male, born October 1967, Han Nationality, member of Chinese Communist Party and a research scholar holding a Master’s qualification.

Prof. Li worked in Huansheng Community located in Qingan County of Heilongjiang Province in June 1974. Then he worked in the office of Microbiology in Heilongjiang University of Chinese Medicine as a teacher. He was Head of Personnel Department, General Affairs Director, and also Head of Personnel Department. Prof. Li worked as Executive Vice Dean of the First Affiliated Hospital of Heilongjiang University of Chinese Medicine, Head of the School of Continuing Education. From July, 1999, he served as Vice President of the Standing Committee and Vice Chairman of Party Committee. Since December 2011, Prof. Li has worked as Vice Chairman of Party Committee in Harbin University of Commerce.

Prof. Li Bingzhi also serves as Vice President of the Council of Managing the Ideological & Political Work for Chinese Medical School Students, Deputy director and a member of the standing committee of the National People's Congress of Xiangfang District of Harbin City.

His has published over 20 essays in academic journals of provincial and state level and served as Chief Editor, also the Deputy Editor in Chief of 8 books published. He engaged in researching works and won 11 prizes of province level including the second prize of the Progress of Science Technology Award of Heilongjiang Province.

Yang Dianjun, Vice Chairman of Party Committee

Yang Dianjun, male, born in September 1960, Han nationality, native of Lishu County in Jilin Province, Chinese Communist Party member.

Prof. Yang graduated from Mathematics Department of Jilin University. From April 1985 to July 1987 he studied at the Graduate School of Harbin Institute of Technology.

Prof. Yang was appointed the Party Secretary Concurrent Deputy Director at Mathematics Teaching Study Group, Party Secretary and Deputy Curator at Library, Deputy Minister both at the Department of Party Political Work and the Organization Department (as the Chairman of the Organization Department) in the original Heilongjiang Business College, and currently, Minister of Party Organization Department of Harbin University of Commerce. He was awarded the Heilongjiang Excellent Young Teacher for his outstanding teaching achievements, won the second prize of Excellent Teaching Achievements. He was also awarded the Excellent Feature Film by the University Working Committee of the Heilongjiang Party Committee and one of the Ten Outstanding Young Teachers at school.

Prof. Yang presided over and participated in a number of research projects of provincial natural science funds and published nearly 40 essays at home and abroad, two textbooks, and lectures on Advanced Mathematics and many other courses.

Ma Hongkun, Secretary of Commission for Discipline Inspection

 

Professor Ma Hongkun, a member of the Chinese Communist Party, Ph.D. and M.D. He was graduated from the undergraduate medical program of Harbin Medical University in 1990 and began to work there the same year.

In 2000, he was awarded the master’s degree in History of Science of Technology at the College of Basic Medical Sciences, HMU. In 2006, he was awarded the doctoral degree in Social Medicine and Health Care Services at the College of Public Health, HMU. In 2009, he completed his post-doctoral research training in Biology at HMU.

In 2003, he was appointed to be the director of both the Party Committee Office and the President’s Office of HMU. In 2009, he was appointed to be a standing member of the Party Committee and the Secretary of the Committee for Disciplinary Inspection, HMU. In 2015, he was appointed to be a standing member of the Party Committee and the Secretary of the Committee for Disciplinary Inspection, Harbin University of Commerce. He is responsible for disciplinary inspection and supervision, assists the Secretary of the Party Committee to improve Party conduct, promote clean governance and combat corruption, and assists the President for audit.

From March 2013 to January 2014, he studied in the 13th one-year training class for young and middle-aged carders in the Party School of the Central Committee of CPC. From May 2002 to May 2003, he visited the University of the Ryukyus Faculty of Medicine as a visiting research fellow and visiting assistant professor. From January to July 2007, he visited La Trobe University as a visiting scholar. In September 2015, he served as the Vice Head of the 5th Inspection Team of the Provincial Party Committee. In November 2015, he served as the Vice Head of the 8th Inspection Team and the Head of the Second Inspection Team of the Provincial Party Committee.

Now he is Director of the Heilongjiang Medical Association Psychosomatic Medicine Branch, a member of the Chinese Medical Association Psychosomatic Medicine Branch, corresponding editor of the Chinese Journal of Behavioral Medicine and Brain Science, a standing council member of the Asia and Oceania Psychosomatic Medicine Association, a visiting research fellow of the Tokyo Modern QOL Institute of Japan, and a standing council member of Heilongjiang Western Returned Scholars Association.

He served as the editor-in-chief of the works New Medical Model and Practical Skills Clinical Medicine (942,000 words), New Medical Model and Practical Skills Health Service Management (459,000 words), and Overview of Medicine for Medical Students (200,000 words). He was an editor of the planned textbooks of the Peoples Medical Publishing House.
     He is engaged in the research in Psychosomatic Medicine, ideological and political education, health service management, cross-cultural psychology, and some other fields. His papers were published in Chinese journals such as Study Times of the Party School of the Central Committee of CPC, Chinese Health Service Management, Medicine & Philosophy and international journals such as Journal of Clinical Medicine (Internal Medicine), Psychosomatic Medicine, Modern Physician, International Journal of Environmental Research and Public Health, and PLOS ONE, of which the highest impact factor of SCI for a single paper is over 3.0.

 

Yu Shubin, Vice President

Yu Shubin, male, born November 1961, Han nationality, native of Bin County in Heilongjiang Province, Chinese Communist Party member, postgraduate students supervisor. In 1981, he graduated from the Heilongjiang Financial College. From 1981 to 1983, he engaged in advanced studies in Zhongnan University of Finance. In 1986, he graduated from Heilongjiang Provincial Party School. From 1993 to 1995, he studied in graduate class in Peking University, majoring in Economics.

Prof. Yu worked as Deputy Director; Director of Teaching & Research Office of Economic Management; and Deputy Director of the Accounting Department; Vice Principal of Heilongjiang Financial College; Director of General Committee Office; Director of Management Board on the north campus and General Accountant of Harbin University of Commerce.

Presently, Prof. Yu is Vice President of Harbin University of Commerce in charge of the logistics work.

Prof. Yu’s research covers industry and business management, administrative management and management accounting. He presided over and participated in many provincial research projects, published over 20 academic papers, chiefly edited 4 textbooks, 2 of which are unified teaching materials at national level; he mainly lectures on Management Accounting.

 

 

Zhang Zhijun, Vice President

Zhang Zhijun, male, born March, 1963, Han nationality, native of Zhaozhou County in Heilongjiang Province, Chinese Communist Party member. Prof. Zhang holds a Bachelor’s degree of Agriculture from Heilongjiang Bayi Agricultural University and subsequently received his Master’s in Economics from Shanghai University of Finance and Economy. He works as an editor, Vice president of Harbin University of Commerce, taking comprehensive and teaching-assistant works, supervising the president’s office, the library and the Center of Technology of Network & Education. He serves as a deputy to the National People's Congress of Songbei District of Harbin City, works as a commissary of the Presidium of Heilongjiang Writers Association and a local contract writer of Heilongjiang Province.

Prof. Zhang's research interest is the theory of editing. He served as the Chief Editor of three books such as Encyclopedia of Chinese Languages (4 volumes), published over 30 theses. Engaged in writing, he authored and published a series of books such as Mottling, and had novels of over 2,000,000 characters published in literary magazines. His full-length novel Itching is the only winner of the Heilongjiang literature award. Some of his works is republished in key magazines such as Selected Stories, Monthly Magazine of Novels, and also has been included in prominent literature collections such as Best Novels of the year, and A Selection of the Year's Best Books. Prof. Zhang has received many awards and prizes.

Li Xiaomei, Chief of Labor Union

Li Xiaomei, female, born July 1963, Han nationality, native of Harbin in Heilongjiang Province, Chinese Communist Party member. Graduating from Heilongjiang University majoring in History, she worked in several divisions in the Heilongjiang Provincial Government Office as History and Chronicles, the Third Department, the Fourth Department, the Eighth Department, Information Department and Science and Education Department. In February 2010, she was appointed as the member of Harbin University of Commerce’s Party Standing Committee and the Chief of Labor Union.
