A Profile of the School

School of Economics has a long history and her predecessor was the Department of Business and Economics and the Institute of Business and Economics (founded in 1952) of Heilongjiang Commercial School which was the first commercial school in China. In 1958, she began to recruit the undergraduates majoring in business and economics. In 1982, she recruited the masters of economics which was confirmed to be the first key discipline by the Ministry of Domestic Trade People’s Republic of China (the former of MOFCOM) in 1996, and later confirmed to be the key discipline of Heilongjiang province and selected as the key discipline of applied economics in 2000. Now the School of Economics’ educational structure is comprised of departments of the western economics, the political economics, the economics, the international economics and trade and the statistics. Meanwhile, the School of Economics also has the scientific institutes of China and Russia’ regional economy, the business and economics, the international economics and trade, the mathematic economics and statistics, the history of economics, the revitalization of old industry bases, the modern circulation and  the training center of electronic commerce, etc.. In 2005, the School of Economic had the right to grant doctoral degree, which filled the blanks for economics doctor education of Heilongjiang province. At the same time, she was granted the first level of master degree in the applied economics and the industrial economics was assessed as the significant discipline by Heilongjiang province at the same year. In 2006, the disciplines of the industrial economics, international economics and trade, the third industrial development and innovation were assessed as the main provincial discipline while the industrial economics was estimated the excellent tutors team. In 2009, the applied economics was evaluated to be the national characteristic specialty. In 2010, School of Economics got the leading position of the applied economics in Heilongjiang province and received a good fame.

Today, there are three undergraduate majors, such as the economics, international economics and trade and the statistics. Furthermore, she has a doctor major of the applied economics and eight master majors of the industrial economics, the international economics, the national economics, the regional economics, the quantity economics, the statistics, the labor economics and the history of economics. Nowadays, there are more than two thousand students in School of Economics. She has a qualified teachers’ team, including 69 full-time teachers (80% of them qualified with master degrees or above, two thirds with doctor degree), 17 professors (including 4 tutors of doctor), and 27 associate professors. In recent years, School of Economics has taken an active part in the scientific research. The faculty has published more than hundreds of articles. They have undertaken 76 items of scientific research (14 national projects), 12  items of national scientific funds and social technology funds, and 41 scientific achievements are transferred or adopted. Totally, 31 publications and textbooks have been forwarded and 36 scientific research rewards are achieved.

The School of Economics complies with the wave of China's economic reformation and keeps the close pace with the situation and devotes itself to discipline constructions and teaching reformations. She has now established a system of disciplines and majors to meet the requirements of the situation, and educated a large number of qualified theoretical and applied talents for China. She also cultivates many specialists, scholars and business elites and the managers of government and they do make contributions to national or local economic constructions and the development of society. Era gives the birth to School of Economics. The aim of School of Economics is to be one of the first-class commercial universities’ economic schools and to step toward excellence. To achieve the goal, the School of Economics is taking an active part in enhancing the comprehensive construction and stepping toward a glorious future.

Great people and beautiful scenery is on the land of Heilongjiang province, and universal knowledge is learned here in this great university. The sixty-year foundation of the Harbin University of Commerce is the one that School of Economics accumulates excellent traditions and makes constant innovations,  institutes the great-leap-forward development beyond the convention, and services for the motherland in various fields brilliantly.  The development of School of Economics has set up many milestones including the complete training system for undergraduates, postgraduates and doctors, fruitful results of subject construction, the constant improved teaching level and the increasingly prominent scientific research strengths. Looking back to the satisfied achievements, wisdoms and efforts of several generations as well as the support and help from the alumni all over the world and the society are contained. The history of the development of School of Economics will remember and grate everyone, all the teachers and friends. 

The great education and outstanding people are civilized in these 60 years. As the business-and -economic academy in the Commercial University set up earliest in China, School of Economics has made a contribution to the construction of our country and the development of the industry, the civilization of outstanding people in the field of economy and management as well as the economic rise of Heilongjiang province in the new era.

1. Applied Economics (Key Disciplines of the Heilongjiang Province during the Twelfth Five-Year Plan)

School of Economics is the only first-level Doctor’s Degree for major of applied economics in Heilongjiang Province. In 1982, the school recruited the masters of economics, which was confirmed to be the first key discipline by the former National Trade Department in 1996. And later, the discipline of Industrial Economics was selected as the key discipline of the Heilongjiang province during the “Tenth Five-Year Plan” in 2000. In 2001, the discipline of Industrial Economics was confirmed to be the key foundation discipline by the Heilongjiang Province Department. In 2005, the discipline of Industrial Economics was evaluated to be the excellent key discipline of the Heilongjiang Province in the “Tenth Five-Year Plan”, which had entered into the “Eleventh Five-Year Plan” directly. In 2011, it was assessed as the key discipline of the Heilongjiang Province. At the same time, School of Economics was granted the right to the first-level Doctor’s Degree in the Applied Economics, which filled the blanks for economics discipline education of Heilongjiang Province.

4. International Trade (Key Disciplines of the Heilongjiang Province in the Tenth Five-Year Plan)

International Trade in the School of Economics was granted the right to offer doctor education in 2000. In 2001, International Trade was assessed as the key foundation discipline by the Heilongjiang Province Department. In 2006, International Trade was confirmed to be the key discipline of the Heilongjiang Province in the “Eleventh Five-Year Plan”. This discipline had the advantages and the characteristics in the international trade operation, service trade and international economic cooperation with the provincial innovative base.

5. Public Economics (Key Disciplines of the Heilongjiang Province in the Tenth Five-Year Plan) 

Public Economics in School of Economics was granted the right to offer doctor education in 2003, which is the only Master’s Degree site of public economics in Heilongjiang Province. Public Economics in School of Economics has outstanding characteristics in the macro economic operation and management and the socialist market economy theory and practice, which has made more research achievements. Public Economics is the key disciplines of the Heilongjiang Province in the “Eleventh Five-Year Plan”.

Heilongjiang Province Key Majors

Economy is the key major in Heilongjiang Province, as an old major which was established in 1952. In 1958, School of Economics began to recruit undergraduates for the major of Economy. The School has three professional staff rooms----political economics, western economics and economy, and the teaching faculty raise students bearing the solid economic theory foundation of basic skills and rich practical knowledge and practice ability. This School gathered experience for providing methods and theoretical support to the applied research and countermeasures study. Professor Dehai Zhao is the leader of the key provincial major.

Academic exchange

School of economics has strengthened the academic exchange with the economic institute in domestic and foreign. By hiring the international and domestic famous scholars to lecture and exchange, sending the experts and scholars to visit other schools at home or abroad, and holding various kinds of academic conferences, she has learned and understood the latest trends of the disciplines. Since the "eleventh five-year plan" began, she had held 59 times of academic exchanges and the academic conferences more than 10 times which had an important influence domestically and internationally. School of economics has promoted the construction of the academic team and increased the visibility in domestic and foreign academic institutions, as well as the corporations. 

International exchange 

In today's world, foreign exchange and cooperation of the higher education is essential for its healthy development. In this context, the economic school always pays attention to the international development, and extensively international exchanges and cooperation. In recent years, the economic school has established the relationship with many universities of other countries and regions for an all-round, multi-level and substantive cooperation. Through the international exchange and cooperation, economic school explores a series of methods for higher education under the international tide. It not only expands the international influence of the economy academy, which contributes to keeping the leading position in some main subjects, but also provides favorable conditions for the advance of the level in teaching and scientific research and the construction of the teachers’ term.

Scientific research

The economy academy always focuses on the strengthening of the construction in scientific research organization, introduction and training scientific personnel. The development and construction of the scientific institutions have laid a solid foundation for the growth and development of the scientific research strength for the economic institute.

During the “eleventh five-year” plan, economy academy has made great achievements in scientific research. She has undertaken 79 research projects, including 14 projects of national and council departments, 12 for national natural science foundations and national social science foundations, and 41scientific researches which were transferred or used. She has published 31 academic works, 5 translation works, 816 articles on national and provincial academic journals like Economic Research, The Economic Dynamic, Chinese Industrial Economy, Finance and Trade Economy and Chinese Soft Science, and 65 articles on academic conference. The economic society secretariat in Heilongjiang province and the third industry research association in Heilongjiang province are also set up in the school of economics.

Relying on the professional subject structure, the academy makes full use of the professional advantages, and spared no efforts to promote the knowledge transformation, both of which has made great contribution to the social and economic development. She has completed the principle and standard of our urban commercial network distribution and China modern circulation system reform successively, etc, which provide direct basis and reference for national circulation system reform and urban commercial network planning. During the “twelfth five-year” plan, she has completed more than 20 projects for provincial government, such as service outsourcing, intellectual property rights, producer service industry, business circle, trade logistics, commercial network and pilot area in northeast of Asia. These plans directly construct a new pattern of regional economic development, promoting the local economic construction vigorously. Only in 2009 and 2010, the research team of economic academy submitted more than 30 pieces of consulting reports and proposals for the government, among which 25 pieces obtained the written comments from the leaders of provincial government and the positive reply by the related departments. The great achievements that economic school has achieved, have laid a solid foundation for the improvement in terms of school academic level and the quality of teaching work that makes economic school achieve higher reputation in the province and country.

Practical Teaching

To improve students' practice ability, and meet the needs of social development, School of economics established an all-round, multi-level and three-dimensional practical teaching by increasing the investment of practical teaching constantly, improving the practical teaching conditions, looking for the union and the breakthrough with the local economic construction actively, and establishing the practical teaching base through strengthening the cooperation with local government and enterprise.

Personnel training

The basic task of the institute is to cultivate talents, and teaching job is always the center of the development work of the institute. Teaching as the center, insisting on the teaching concept of cultivating the high quality talents, and bringing up senior professionals with high quality, solid theoretical foundation and practical ability, is the characteristics of Institute of Economics in Harbin University of Commerce which has already had.

The Institute of Economics has 320 square meters’ laboratory, the revitalization of old industry bases, the modern circulation and the center of training electronic commerce, the Heilongjiang province business research base, the province master training innovation base which located in China coal international economic and technological cooperation corporation, and the school-corporation personnel training base which is in the foreign trade and economic cooperation etc.

The Political Economics Department

The Political Economics Department has 6 teachers, including 3 associate professors, 3 lecturers, respectively, 2 PhD, 2 PhD candidate, and 2 Master. The Department has reasonable professional and higher education structure, with young and middle-aged teachers as its backbone, forming a reasonable teaching and scientific research echelon.

The Department is responsible for 2 professional basic courses ——  "Principle of Political Economy" and "Introduction to the socialist market economy". We are one of the first open schools among the similar institutions in the nation. Over the years, the Department attaches great importance to improving the teaching level. We ofen discuss hot and difficult economy issues home and abroad to prepare lessons. So, the quality of teaching has improved steadily, and the teaching effect was widely acclaimed by students and experts. The Department was awarded the title of teaching and educating Advanced Unit by Heilongjiang  province, in addition many teachers were awarded the title " Three Aspects of Education " by our university and province.

In recent years, The Department has written a more authoritative textbook—— "Introduction to the socialist market economy" earlier in the whole nation, participated in editing a state-level textbook, edited 6 textbooks, completed 15 national issues, published 3 academic works and published more than 40 papers.

The International Economics and Trade Department

The International Economics and Trade Department has 14 full-time and part-time teachers. At present, the department has 1 doctoral supervisor and 7 master advisers. Of the faculty members, 4 are professors, 6 are associate professors, 2 are lecturers, and 2 are teaching assistants. Of the young teachers, 9 have doctor degrees, 2 have master degrees.

The International Economics and Trade Department now offers undergraduate and postgraduate courses to all the university students, which include 15 public optional courses, 12 basic specialized courses and 30 specialized courses.

In recent years, the teachers of the International Economics and Trade Department have published more than 300 academic papers, as well as over 30 monographs and textbooks. They have successfully fulfilled 10 state-level or provincial-level projects and have obtained 8 research and teaching achievement awards of all levels.

Introduction to Teaching and Research section of western economics 

The department of western economics of Harbin University of Commerce autonomously generated from the commercial economics department of the first Business school (Heilongjiang commercial school) and the institute of commercial economics, its predecessor was the original department of commercial economics of the Heilongjiang commercial school. To better meet the demands of development of discipline and specialty, our Institute of Economics divided the original economics department into the western economics staff room and the economics staff room in 2010. The institute leaders paid close attention to this, and the western economics staff room had become an important base for the teaching and research of western economics since its inception based on the reorganization of teachers’ resources in our province, which has had better academic status and prestige.

There are 14 full-time teachers in the western economics department, including 3 professors and 3 associate professors, 80 percent of whom were doctors or PhD. candidate, the teachers under 40 years old had earned their doctorate. We have created a scientific teacher echelon in academic title and education background. At present, there are three teaching research groups, including micro-economics, macro-economics and history of western economics. We offered various economics courses for doctoral students, postgraduate students and undergraduate students such as micro-economics courses and macro-economics courses, the macro-economics course of which was elected an excellent course.

The western economics staff room actively carries out scientific research, our teaching staff published hundreds of academic papers in many national or other key academic journals such as Finance and Trade Economics,Journal of Finance and Economics,Economics Review. In the first year of the Twelfth Five-Year Plan alone, we have already undertaken a Chinese national social science fund project; a humanities and social sciences program aided by the ministry of education and a provincial-level research project, and published two monographs and two textbooks.

During the period of the Twelfth Five-Year Plan, the western economics staff room will strengthen overall construction of the department and carry out teaching reform actively, so as to urge the “Two Change-overs” and to drive the development of teaching by scientific research. We will also make all efforts to create our own characteristics, to achieve transition of the development model and to make outstanding contributions to the subject construction and the development of our Institute of Economics.

Introduction to Statistics Department

Harbin University of Commerce Department of Statistics was established in 1980, and its predecessor is the former Department of Statistics of Heilongjiang Financial School. After Harbin University of Commerce was founded, it belonged to school of  Business Administration, subject to adjust during the period of April 2005 was placed under the School of Economics. Statistics Department of disciplines and professional settings focuses on the combination of theory and practical application, and there are two undergraduate majors, such as the risk control and actuarial and the economic analysts, and two master majors about statistics and econometrics, and one quantitive and economic statistic institute.

The Statistics Department has 15 teachers, including 4 professors, 6 associate professors, 4 lecturers , 1 assistant; 3 teachers have doctor degrees, 2 teachers are doctors, 5 teachers have master degrees , formed a high title-level, high education level, reasonable structure, ability to complement the teaching staff. The Academic leader, Wang Tao, the judge of senior statistics title, in Heilongjiang Province, has a high reputation in statistical term. Over the years, the statistical staff adhered to the fine tradition of rigorous teaching, after a long exploration and repeated practice, has gradually formed its own academic style and school characteristics. In mathematical economic analysis, econometric analysis and economic statistics, they have accumulated more fruitful achievements in research and teaching. Over the last five years, they have been presided and involved three national research projects, eleven Province of Philosophy and Social Science Foundation and the Provincial Natural Science Foundation, in all kinds of academic journals published over 50 articles, 2 academic papers published per capita every year. Among them, a representative of the research projects is the project that Professor Wang Tao presided subclass of goods and vehicle road transportation statistics research, and the subject "join the WTO, the economy in Heilongjiang Province faces opportunities and challenges." Heilongjiang Province Natural Science Foundation of the "China Enterprises quantitative management and decision-making system development research", National Bureau of Statistics projects a "harmonious society statistics index system", Pang Shou Yan professor's Philosophy and Social Science Foundation, "Heilongjiang building The indicators of social well-off ", and Zhang Enying presided the Heilongjiang Province philosophy and social science fund project," building a moderately prosperous society in Heilongjiang Province of Countermeasures "," Heilongjiang Province consumption growth overlapping generations model of empirical research ", etc.

Statistics Department follow the training mode that "thick basic, enough stamina, wide specialty , strong adaptability, wide employment, high quality, better individuality, unique and  potential " to build a scientific reasonable and strong application curriculum. The statistics department now offers 2 public optional courses to all the university students and 31basic and specialized courses to the statistical specialty students. 

Over the years, Statistics Department following the guiding spirit of service local economic development has transported a large number of talented people. They have mostly become the backbone of China's modernization construction, develop own intelligent wisdom and ability in the every trade. In the different realm, they won honor for mother school. Face to future, the statistics department   will create teaching mode, develop the academics feature and special advantage, and struggle for carrying out two changes of school!

The Introduction To DETR

Department of Economics For Teaching and Research(DETR), founded in 1958, used to be the department of business economics, which specializes in commodity trade and circulation. After 50 years’ development, DETR has formed three research fields: Economics For Trade, Economics For Services and Economics For The Third Sector.                                                       

There are 11 faculty members in total, of which there are 3 professors, 3 associate professors, 5 instructors. Among the faculty, there are 7 doctors, 1 PhD candidates, which occupies 70% of the faculty. Members with degree of doctor and master equals to 90%.

Major of Economics is of special characteristics and advantages at national level; meantime, it’s an important major at provincial level. By now, we have received lots of honors and awards, e.g. Provincial Important Majors of Industrial Economics and Third Sector, Excellent Team of Supervisors and Excellent Team of Teaching at provincial level. We have three research units: Research Institute For Business, Research Institute For Economic History and Research Base For Business of Heilongjiang and Regional Trade of China and Russia. Besides, Society of Economics of Heilongjiang is affiliated to Harbin University of Commerce, and the secretariat belongs to DETR.
