Having held firmly the running concept of Harbin University of Commerce “Academics found foreign languages; Majors construct foreign languages; Talents strengthen foreign languages; Systems manage foreign languages; Quality guarantees foreign languages; Development promotes foreign languages” for many years, School of Foreign Languages undertakes responsibilities in teaching relevant courses for the English-major students, Business-English-major students, Business-Russian-major students, overseas students, postgraduates and non-English-major students of the whole university. 

School of Foreign Languages, presently, comprises the English Major Teaching and Research Section, the Business English Major Teaching and Research Section, Russian Major Teaching and Research Section, the First Non-English Major Teaching and Research Section, the Second Non-English Major Teaching and Research Section and Minor Languages Teaching and Research Section. Over the past years, the teaching team has been optimizing gradually, and the structure of technical ranks and educational backgrounds has been improving steadily. So far, the teaching team covers ninety-six teachers, including six professors and thirty six associate professors. With regard to degrees, seventy teachers have been granted the Master’s degree and fourteen are doing their Master’s degree; five teachers have been granted the Doctor’s degree and eighteen are doing their Doctor’s degree. When it comes to awards, two young teachers have been awarded the first-class and second-class prizes respectively in the 2009 Young Teachers Teaching Contest held by the university. In the year 2010, the course English Writing has been recognized as the “Top Course” at provincial level. In terms of academic research, the teaching staffs have published more than 300 academic papers, have undertaken about 40 academic research projects, with one “Ministry of Education Project” and two “Heilongjiang Society and Science Fund Projects”, have composed and compiled more than 60 books varying from monographs, compiled books to course books, and have won more than 20 prizes in total.

Recent years, more of our graduates become candidates for Master Degree Programs in many famous universities, such as Beijing university, People’s University of China, Shanghai Foreign Languages University, Beijing Language and Culture University, University of International Business and Economics, Dalian University of Foreign Languages, Dongbei University of Finance & Economics, University Of Chongqing, etc. 

School of Foreign Language actively communicates with other prestigious universities, recruiting famous scholars and professors from Tsinghua University, Shanghai International Studies University, University of International Business and Economics as guest professors. As a result, the guest professors have greatly benefited the construction and development of the school. 

Major Introduction

English Major:

Education Objectives: 

The major aims to cultivate versatile and practical talents required by the reality of the 21st century, who can skillfully work in the areas of business, education, tourism, journalism, engaging in translation, research, economy, management and teaching, with a solid foundation in English language, broad and profound scientific and cultural knowledge, fluent in English, and proficient in business theory. The major implements individualized teaching mode, which means, according to the students’ demand, as a junior they can choose linguistics, literature, translation as their study field.

Major Specialties: 

In the principle of cultivating talents with “solid foundation, broad outlets, high quality and good innovation”, a diversified training mode in teaching is adopted, which emphasizes the specialties of the major (culture, translation, business, trade, laws, etc). In addition, it is aided by the career-related training and the second degree studies. The department constantly puts efforts in teaching reform, teaching plan perfection, curriculum improvement, course standardization and pathway development.

The Department aims at producing students who grasp the basic theories and knowledge both in English linguistics and in foreign trade, and master the basic skills in foreign business and trade, international business and international business law, as well as the relevant skills in foreign affairs and the practical skills in translation, tourism, foreign secretary, and English teaching. The ultimate goal of teaching is to output versatile graduates of English Major, with an opening structure of knowledge, who are blessed with a very promising prospect of career development.

Business English Major

At the end of 2009, the Business English Major was founded based on years of development of the English Major (Business English Pathway), approved by the Ministry of Education of China. Harbin University of Commerce is one of the several universities in China offering undergraduate Business English studies.

Education Objectives: 

Taking advantage of the superior academic position of Harbin University of Commerce and meeting the demand of international economic growth and cooperation, the teaching staff of Business English Major endeavors to cultivate application-focused, high-quality talents with solid foundation in language and skills in accordance with English Major Teaching Syllabus of Higher Education and Business English Major Undergraduates Teaching Requirements of Higher Education. Equipped with background of humanities, overall mastery of business knowledge, international economy, basic theories and skills of management and laws, superiority in cross-cultural communication, the graduates, specialized talents with excellent English may well fit into positions in the areas and trades such as international business practice and information collecting and processing, international trade and business, translation, enterprises of commerce, industry and foreign fund.   

Major Specialties: 

On the basis of the “talent-oriented” education philosophy and the characteristics of “good command of foreign languages and business”, the Business English major features the “English + Business” educational mode. In the procedure of education, the major is intended to implement the training mode of “Basic knowledge and applicable skills + English language and culture + related knowledge of business + training of English application in business environment”. Correspondingly, a reasonable knowledge structure of the above-mentioned four types of courses is being developed, with the focus on individual development. Meanwhile, English basic skills and comprehensive quality-orientated educational pattern are being operated throughout the whole teaching process. Furthermore, the major makes full use of the business superiority of the university and attaches importance to the integration of theory and practice. Case teaching is advocated to strengthen the students’ ability to identify, analyze and resolve problems. Efforts are exerted to cultivate students’ consciousness in innovation and ability of cross-cultural communication. Graduates are expected to be foreign-orientated talents with high quality, proficient in both business knowledge and English language, broad in international horizon and global strategic visions.

Russian (Business Major)

Russian (Business Major) recruits students of zero level beginners, senior students can choose freely to study 1 year abroad in Russian universities. 

Education Objectives: The major aims to cultivate qualified college students who are well developed morally, intellectually and physically, impart comprehensive and practical Russian language skills and Business Knowledge, cultivate integrated development students in aural comprehension, speaking, reading, and writing, who can systematically master solid foundation in Business Russian knowledge and basic practical skill, the graduates, with multiple and practical qualifications may well fit into positions in the areas of foreign economy and trade, foreign-related enterprise and government organization engaging in translation, tourism, transnational economic and trade business, international commerce and management of international trade.

Meanwhile, in light of the enrolling students have solid foundation in English language and skills; we aim at cultivating students’ English application ability, making them master language skills used in everyday conversational English and ordinary commercial activities.

Major Specialties: The Department aims at producing students who can master the basic theories and knowledge of Russian Language and Literature,Business and Business Russian, meanwhile students can have a comprehensive understanding of Russian politics, economy, history, society, culture and Sino-Russian relationship, with proficient basic Russian language, the students could make full use of aural comprehension, speaking, reading, and writing skills. Furthermore, with perfect practical English application ability, students can solve the problems in everyday conversational English and the English used in ordinary commercial activities. With the basic quality and skills in Business, the students can have excellent work in the areas such as translation, tourism, transnational economic and trade business, international commerce and management of international trade.

Discipline Construction in School of Foreign Languages 

During the period of “The 11th Five-Year-Plan”, under the correct leadership, favorable policy and hearty support of the HUC leaders and relevant administrative sections, School of Foreign Languages, based on the achievements made during the 2008 Evaluation of Teaching Quality in English Major sponsored by the Ministry of Education, has set up new goals and methodology in various aspects of the School’s work. School of Foreign Languages embraces the philosophy of “academic research as our foundation, specialties as our infrastructure, talents as our strength, quality as our lifeline, rules and regulations for our administration, sustainable development for our prosperity”, thus laying a solid foundation for the discipline construction and the development of the School. According to the present situation, School of Foreign Languages has made proactive efforts in the discipline construction. A series of revolutionary work and innovations have been done, which have produced actual effects and pushed forward both the teaching management and the construction of foreign language discipline, English specialty, the teaching team and the whole School.                  

The English Major Teaching and Research Section has 17 teachers, including 3 professors, 9 associate professors and 5 lecturers. 13 of the teachers have a master’s degree in English language and literature, among whom there are 2 doctoral candidates; 4 of the teachers have a doctor’s degree in English language and literature. The Business English Teaching and Research Section now has 6 teachers, 2 associate professors and 4 lecturers, among whom there are 2 doctors in Administration, 3 with master’s degree in English language and literature, and 3 doctoral candidates. The Business Russian Teaching and Research Section has 4 teachers: 3 are associate professors and 1 lecturer; 1 of them has a doctor’s degree and 3 of them have master’s degree in Russian language and literature. 

After years of pursuit, based on our actual situation, School of Foreign Languages, following the requirements for applying for “Foreign Language and Literature” as the First-level Discipline of Master Degree, has established 5 research teams, each with a specific orientation, a team head and several backbone members. The five research orientations are Business Foreign Languages, Foreign Linguistics, Foreign Literature, Applied Linguistics and Foreign Language Teaching Methodology. Based on that establishment, each research team has set up a workable development plan for 2011—2012. The situation for School of Foreign Languages now is favorable, our research orientation well-established, our goals for development clearly–defined, our plans virtually realizable and all the measurements firm and effective.          

1. Research Team Orientation: Applied Linguistics

Head of the Team: He Chunying

Professor He Chunying, the academic leader, gained her doctorate in English language and literature from Shanghai International Studies University. She mainly focuses on applied linguistics and shows strong scientific research strength. UP to now, she has hosted five scientific research projects, written many books, compiled numerous teaching materials and published a dozen of articles in academic journals. 

Applied linguistics is a secondary discipline subordinate to foreign language literature. The main research of this discipline involves translation theory and practice, second language acquisition theory, ESP(English for specific purpose), linguistics (contrastive linguistics and discourse teaching, pragmatics, social linguistics), computer-assisted language teaching and so on. The academic team has been formed with backbone teachers in teaching and scientific research. The members have published dozens of academic papers at different levels of academic journals and compiled a number of teaching materials. Owning great potential, this discipline is expected to rank among the provincial advanced research of applied linguistics and play a leading role in application for master's degree authorization.

2. Research Team Orientation: Foreign Literature 

Head of the Team: Liang Fang 

    Liang Fang, associate professor, Doctor of English Language and Literature from Shanghai International Studies University, heads the research team of foreign literature. Specializing in English and American Literature, Dr Liang has acquired wide-range knowledge in literature and exhibits a considerate level of research capacity. The research team of foreign literature is a strong one, whose major members are doctoral candidates at Shanghai International Studies University. With their specialized knowledge and wide reading in literary field, they have a great academic potential. In recent years, the team has made considerable progress in academic research. The members have had publications of over 30 academic papers and a dozen of monographs and textbooks. The research team is looking forward to a higher standing in the field of foreign literature in Heilongjiang Province, thus laying a solid foundation for the application for Master Degree-conferring Spot. 

3. Research Team Orientation: Foreign Language Linguistics 

Head of the Team: Li Yu. 

Professor Li Yu, Doctor of English language and literature from Shanghai International Studies University, is the academic leader of this orientation. Her main research is basic theories of linguistics, language and the relationship with other subjects. The academic team has been formed with young and middle-aged backbone teachers who have great ability of doing research. Some of them are pursuing doctoral degree in Shanghai International Studies University. By the end of 2010, she has hosted three scientific research projects, written 15 books as a chief editor and supervisor, published more then 20 articles in academic journals, and win various scientific research achievement awards. This academic orientation may get great breakthrough within the period of “12th five-year”. 

4. Research Team Orientation: Foreign Language Teaching Methodology

Head of the Team: An Qi

An Qi is an associate professor in the school of foreign languages in Harbin University of Commerce, major research field being foreign language teaching methodology. An Qi obtained doctoral degree in English Language and Literature from Shanghai International Studies University in 2010. In recent years, An Qi has published two academic works and more than twenty academic papers in the field of foreign language teaching methodology. Foreign language teaching methodology research mainly focuses on the improvement of foreign language teaching efficiency through the study of foreign language teaching theories and other relevant theories, including applied linguistic theories, linguistic testing theories, and so on. With strong theoretical and academic foundation, the researchers in this field are key teachers in the school of foreign languages in this university and have good development potentials. 

5. The Research Orientation of Business Foreign Languages

Academic Leader: Wei Wei

Wei Wei, Associate Professor, Doctor of Forestry Economics and Management from Northeast Forestry University, is the academic leader of this orientation. The orientation owns a strong team: Wang Qingping, Associate Professor, Doctor of Russian Language and Literature (specialized in the Russian issues) from Hei Longjiang University; Wei Chuanli, Associate Professor, Doctor of Philosophy in Management from Northeast Agricultural University; three teachers who are studying for a doctoral degree at Shanghai International Studies University. At present, the team is engaged in several scientific and researching projects at provincial level and has published two relevant monographs and dozens of academic papers. After the integration of resources in department and school, it is estimated that the team will become the leader in Heilongjiang province and one of the top researchers in China in business foreign languages research, which will play a critical role in building up the disciplinary specialty in the process of applying for the qualification of granting the master’s degree.
