Regulations on the Implementation of Introducing High-level Talents (on a Trial Basis) Harbin University of Commerce (2007) NO. 119

In the interest of upgrading the university’s academic performance and reinforce its achievements, we are planning to introduce distinguished scholars from home and aboard who will build up high-quality teaching and research teams together with present HUC faculty to meet the needs of development of core-subjects in the University. The trail plan is formulated according policies and regulations in China combined with the reality of the University. In order to meet the needs of standardization and scientific work of attracting top academic masters from home and aboard.

Doctoral Degree & Postdoctoral Scholars.

(2) Positions:

Teaching / Research

(3) Majors:

Theoretical Economics, Applied Economics, Management Science and Engineering, Mathematics, Chemistry, Mechanical Engineering, Control Science and Engineering, Computer Science and Technology, Civil Engineering, Oil and Gas Engineering, Communication and Transportation Engineering, Environmental Science and Engineering, Ocean Sciences, Pharmacy, Traditional Chinese Medicine (TCM), Food Science and Engineering, Laws, History, Philosophy, etc.

(4) Other Requirements:

Admission to every program requires the bachelor’s, Master’s and Doctoral degrees in the same or closely related field.

A. Modes of Employment

Specific employment modes will be decided by the two sides through consultations and approved by the university. Employment modes available including:

a.introducing. b. standard. c. contact. A written agreement will to be signed by both sides.

B. Remuneration & Preferential Policies

Preferential policies will be enjoyed by talents introduced depending on the following categories:

1. Members of the Chinese Academy of Sciences and Chinese Academy of Engineering

Household registration can keep unchanging or to be relocated with the job. One spouse and one child, or the child’s spouse could be assigned to work in the university. The university will provide a vehicle for working and family use. The appointees will be provided one residence of 150㎡for net area with lump-sum financial aid amounting to 1,000,000 RMB. The candidate who works full time will be given salary amounting to 200,000 RMB per year. The candidate and his/her sponsor can enjoy one month vacation national-wide covered by the university. The university will provide initial research funds amounting 500,000 RMB.

2. Leading scholars in China. (Sponsor of (for) National research projects and the winner of second-class award and above.)

Household registration can keep unchanging or to be relocated with the job. One spouse and one child, or the child’s spouse could also be assigned to work in the university. The university will provide one rental-free residence of 130㎡ or provide financial aid amounting to 200,000 RMB for house purchase, along with settling-in allowance of 10,000 RMB. The candidate who works full time will be given salary amounting to 100,000 RMB per year apart from the statutory salary and welfare. The university will provide initial research funds amounting 500,000 RMB. Candidates have Priority in assigning space for office, research and administrative assistants and lab use. Provide with computer and printer for free. The university will provide a vehicle for working use.

3. Distinguished Professors. (Candidate being 35 years of age or younger, Sponsor of (for) National research projects and the winner of National award.) (Having a doctoral degree and being 35 years of age or younger (no older than 40 in some special cases)

Household registration can keep unchanging or to be relocated with the job. Spouse could also be assigned to work in the university. The university will provide one rental-free residence of 90㎡ or lump-sum financial aid amounting to 80,000 RMB for house purchase, along with settling-in allowance of 30,000 RMB. The university provides computer and printer for candidates. The candidate will be given position allowance amounting 500 per month apart from the statutory salary and welfare.

4. Doctors & Postdoctoral Scholars.

Introduce Doctors & Postdoctoral Scholars (including Overseas Chinese Professionals). Specific matters will be decided by the two sides through consultations.). The candidate will be given settling-in allowance of 30,000 RMB and position allowance amounting 500 per month apart from the statutory salary and welfare. Provide with computer and printer for free. The university will provide initial research funds amounting 50,000 RMB. The candidates who leaded and completed National-level, provincial research programs or h.D. Programs Foundation of Ministry of Education of China will be given one rental-free residence of 82㎡. The preferential policies for Overseas Chinese Professionals shall be in the light of relating regulations in above. The thesis should be submitted by Doctors & Postdoctoral Scholars for the effectiveness of the remuneration and Preferential Policies.

C. Supplementary Provisions

1. This Preferential Policies is made under the conditions of a 5-years working contract for the university at least.

2. The contract period can be decided through consultations by the two sides. The contract period should not be less than 5 years in general.

3. The plan takes effect upon issuance. Any issue not stated in any of the provisions of the herein Rules and Regulations may be subject to the Personnel Department.
